Covenants & HOA Requirements
The City’s review of your permit application is limited to ensuring compliance with applicable municipal codes and government regulations. Accordingly, please be advised:
Private Agreements Not Enforced by the City.
The City does not enforce private agreements such as Covenants, Conditions & Restrictions (CC&Rs), Homeowners’ Association (HOA) bylaws, or architectural review committee standards. You are solely responsible for identifying and complying with any such private requirements applicable to your property. The City encourages you to proactively contact any such private authority in your area for additional information.
Permit Approval Is Not Private Approval.
The City’s approval of your plans or application and issuance of any permit or license does not mean your project complies with the rules of your HOA or other private agreements. A building permit does not substitute for or waive any necessary approvals from a private party.

It is the applicant’s responsibility to verify this information, identify the correct governing association, and secure all necessary private approvals.

Building Permit Document Checklist
- Completed Permit application.
- Sewer Connection Approval letter from Lake Point Improvement District- On all new Residential builds requiring a connection to Sewer (Lake Point Improvement District), the permit will not be reviewed until the approval letter is submitted with the application.
- Proof of Ownership of the property
- Site plan showing the existing buildings, proposed building (with its square footage, and height) and the distances to each property line. Site Plan must show: Site Plan Approval from Tooele County Fire Department, Direction of North, Lot lines, adjacent streets, roads, rights-of-way, easements, Location of all existing structures, wells, and septic tanks on the site, Location of proposed construction and improvements, and vehicle access such as driveway with its width.
- Engineered Construction Plans
- Engineered Structural Calculations
- Proof of Compliance with Energy Code (Insulation information) such as ResCheck / ComCheck
- Gas pipe plan showing pipe sized, distances, and BTUs of equipment.
- Manufacturers installation instructions / manuals / specifications.
- Contractor’s Information
- Owner Builder Form
- Fire Department Approval
- Utility approval Gas, Electric, Sewer, Water (required if new service or additional load being added)
- Water Service Approval
- Sewer / Septic system approval
- Zoning (City) approval
- Architectural Control Committee (ACC) approval
- If you are an owner/builder (not a contractor) you must fill out an Owner Builder Affidavit
APPLICATIONS / INFORMATIONS
Required Inspections
- FOOTING INSPECTION Call for prior to pouring concrete.
- FOUNDATION INSPECTION Call for prior to pouring concrete.
- UNDERGROUND ROUGH PLUMBING, CONCRETE SLAB OR UNDER-FLOOR INSPECTION After piping, conduit, ducts, moisture vapor retarder, foundation waterproofing and damp proofing, etc. are in place, but before pouring concrete floor.
- SEWER LATERAL & WATER LATERAL INSPECTION Apply test and call prior to backfilling.
- FRAMING (4-WAY) INSPECTION Call for after roof, all framing, fire blocking and bracing are in place; all pipes, chimneys and vents are complete; and the rough electrical, plumbing, mechanical are in.
- INSULATION INSPECTION Call for after floor, wall and ceiling are installed. (Ceiling may be inspected at final for blow-in insulation).
- SHOWER PAN INSPECTION – for showers that build-up type showers (as applicable)
- WEATHER BARRIER Call for prior to exterior veneer being installed.
- FINAL INSPECTION Call for after finish grading and the building are completed and ready for occupancy.

NOTE: Other inspections may be required by the Building Official.
